For the better part of a decade, the enterprise playbook for AI was simple: send the workload to the cloud. It was elastic, it was someone else's hardware problem and it scaled as fast as the budget allowed.

That playbook is being rewritten.

Not because the cloud stopped working, it didn't. But because AI, at enterprise scale, has exposed three pressures that a "cloud first, ask questions later" strategy was never built to handle: cost, control and compliance. Together, they are pushing a growing share of AI workloads out of centralized data centers and back toward the organizations that generate the data in the first place closer to the factory floor, the branch office, the hospital ward, the retail counter.

This is the shift behind "local AI computing." And for any IT leader building a 2027 infrastructure roadmap, it is no longer a niche consideration. It is fast becoming the central one.

The Bill Nobody Budgeted For

Training a model has always been the headline expense. It is the number that shows up in press releases and board decks. But it is no longer the number that should worry a CIO most.

Industry analysts now expect global spending on AI inference the ongoing cost of actually running models in production to overtake spending on training in 2026 and the gap is set to widen every year after. Inference is not a one-time cost. It is a running total that scales with every user, every query, every automated decision your business asks an AI system to make. Enterprises that scoped their AI budgets around training costs are discovering that the real bill arrives later and it does not stop arriving.

Running inference locally on infrastructure you own or control turns that open ended operating expense back into a predictable, plannable one. It is the difference between renting compute by the drink and building a kitchen.

Compliance Doesn't Care Where Your Data Is Convenient

The second pressure is regulatory and it is tightening faster than most infrastructure plans account for. Frameworks like the EU AI Act, along with a growing list of national and industry specific data residency rules, are narrowing the paths available for moving sensitive data across borders or into third party cloud environments. For regulated industries financial services, healthcare, manufacturing, the public sector the question is no longer just "can we use AI here?" It is "can we prove exactly where this data went and who touched it?"

That question is far easier to answer when the workload never leaves your own infrastructure. Analysts tracking enterprise data patterns note that a substantial share of enterprise data by some estimates, close to forty percent still resides on premises today, not out of inertia but because it has to.

"Local" Doesn't Mean Behind the Curve

There is a lingering assumption in some IT circles that on-premises infrastructure is what you settle for when you can't get to the cloud a fallback, not a strategy. That assumption no longer holds.

Modern edge and on premises AI hardware has closed the performance gap dramatically. What local infrastructure offers today isn't a compromise on capability it's a gain in control. You decide the latency budget. You decide the security perimeter. You decide exactly which regulator's rulebook you're operating under, because the data never has to leave the building to find out.

Research firms tracking edge AI adoption expect roughly half of all enterprise AI inference to run on edge nodes or endpoints within the next several years with the sharpest growth already visible in healthcare, finance and manufacturing precisely the sectors where cost, compliance and control matter most at once.

What This Means for Your Roadmap

None of this argues for abandoning the cloud. Most enterprises will land on a hybrid model cloud for elastic, less sensitive workloads; local infrastructure for anything cost sensitive, latency sensitive or bound by regulation. The organizations getting ahead of this shift aren't the ones choosing a side. They're the ones building the infrastructure to run either workload, wherever it makes the most business sense.

The harder question the one most IT teams haven't fully answered yet is what that local infrastructure actually needs to look like under the hood. Compute is only one piece of it. Memory bandwidth, storage architecture and the network fabric tying it all together matter just as much and getting any one of them wrong quietly caps everything else.
